Calls to sack philosopher Sir Roger Scruton, from an unpaid government role, have grown after quotes stating there was “no such crime” as date rape were attributed to him.

Buzzfeed News unearthed that in a 2005 lecture, Scruton dismissed both date rape and sexual harassment, saying the latter was just “impoliteness,” claiming that there was a “huge injustice” against those accused.

During the lecture, titled: ‘Sexual Morality for Heathens,’ at Rice University in Houston, Texas, the philosopher said that women who made date rape allegations were withdrawing consent retrospectively, because “the whole thing went too quickly.”

On Saturday, Housing secretary James Brokenshire announced that Scruton was appointed on the government’s new buildings commission.

After the latest revelations, Labour’s shadow minister for the Cabinet Office, Jon Trickett, joined in the calls for action, saying: “Theresa May must step in and sack him.”

Downing Street has remained tight lipped on the story, leaving Scruton himself and prominent conservative figures to defend him.

Scruton released a statement attacking the “highly selective quotes,” adding that he was “in no way suggesting that victims of date rape are not victims of a crime.”

Fellow right winger Toby Young, who also was forced to resign from a similar role over various offensive comments, leapt to his defense. Appearing on BBC’s Radio 4’s Today Programme, Young stating that Scruton should not be ‘excluded from public life’ because his views don’t align with the “prevailing progressive orthodoxy.”

Scruton was also supported by historians Niall Ferguson and Anne Applebaum, as well as journalist Tim Stanley.

His quotes on date rape will heap pressure on Scruton who was already facing calls to be sacked over accusations of anti-semitism linked to comments he made about financier George Soros.

In a 2014 lecture, Scruton stated: “Many of the Budapest intelligentsia are Jewish, and form part of the extensive networks around the Soros empire.”

As well as anti-semitism, Scruton has also faced accusations of homophobia – stating it as “not normal” – and saying Islamophobia is “invented.”

Scruton has known far-right Hungarian Prime Minister Viktor Orban for decades. The philosopher has expressed both criticism and support for Orban over various policies. His Tory employers have also supported Orban – despite accusations of anti-semitism over his attacks on Soros – ordering them to vote against censuring the country over breaching the ‘EU’s democratic values.’

Scruton’s troubles reflect those of Young, who’s Twitter account was expunged of thousands of tweets when he was hired as a government advisor. The missing Tweets didn’t help the Spectator columnist as journalists dug about many more of his quotes they deemed sexist, racist, homophobic, among other offenses, driving him from the position.

After the strong growth of the robo advisory approach in recent years, promoted by numerous start-ups worldwide as well as sizeable number of early adopting wealth managers, a new ‘sub-species’ has emerged: the hybrid robo/personal contact service, which adds a substantial software component to human interaction in the client advisory process.

This is a key finding of MyPrivateBanking’s latest report “Hybrid Robos: how combining human and automated wealth advice delivers superior results and gains market share“.

Robo Advisors vs. Human Financial Advisors

Robo-advisors have begun to distinguish themselves into three  models, but they each have the same goal. Standalone companies such as Betterment (the most popular U.S. robo-advisor) use algorithms to recommend stocks and manage portfolios. Hybrid robo-advisors combine computerized recommendations with on-demand advice from a human being. And advanced standalone companies leverage more complex algorithms to create and actively manage portfolios.

Robo Advisors for Advisors

In MyPrivateBanking’s view, hybrid robo advisory strategies represent a paradigm shift in the pace and path of change in the wealth management industry. MyPrivateBanking estimates that hybrid robo services will by 2020 grow to a size of USD 3,700 billion assets worldwide; by 2025 the total market size will further increase to USD 16,300 billion. This number constitutes just over 10% of the total investable wealth in 2025.

By comparison,“pure” robo advisors (completely automated without personal service added on) will have a market share of 1.6% of the total global wealth at that stage. The report includes a projection for the market size and growth globally of Hybrid Robo Advisor and pure play robo advisor, including a breakdown between North America and the rest of the world, and a split by the retail and affluent wealth and the HNWI/UHNWI segments.

Hybrid robo solutions are a dynamic and also unstable new phase in the wealth management industry’s transformation. MyPrivateBanking expects 2016 to be a year of significant developments – several major players have announced that they will reveal their hybrid offerings in the course of the year and many more wealth managers are currently working through the issues of hybrid robo adoption. The institutional players entering the robo advisors markets and their offerings are analyzed in detail in the report.

Hybrid Solutions will impact many financial services sectors

The drivers for hybrid robo innovation will come from several different sources within the global financial industry. For a start there is is the inspiration derived from the original robo advisor services. To this must be added the new opportunities that have arisen following the launch of a substantial range of new B2B technology providers, some focused only on the banking and wealth management industries and others with a broader scope.

The next 12 to 18 months will provide numerous demonstrations of the impact of the new (white label) technology providers and robo/conventional partnering on wealth management. In particular, as this report’s case studies show, the resulting hybrid wealth management solutions will spring up in a number of different parts of the global finance industry. Furthermore, with the help of robo technology, MyPrivateBanking expects to see a significant increase in quasi-wealth management services from sections of the industry that have been considered as distinct from wealth management, such as pension providers, fund managers and retail banks.

The robo model of investment portfolio management will be good enough in the eyes of a larger proportion of investors than the wealth management industry itself yet seems ready to recognize. Moreover, hybrid robo advisory services will increase the efficiency of advisors, in terms of numbers of clients served per professional, and the increasing numbers of hybrid solutions will also have a significant downwards effect on the client charges the market will bear.

Wealth managers should implement robo advisors solution fast, but thoughtful

The report highlights 20 different recommendations for consideration by wealth managers in weighing up hybrid robo opportunities, among them:

  • Wealth Managers should be wary of assuming that one or more robo advisory elements can be just ‘added on’ to an existing service.
  • Especially in the retail and affluent segments, tie-ups with non-financial retail services of various kinds will be of increasing importance for the success of robo advisory client recruitment.
  • For most wealth managers the path to a hybrid solution will have several stages; this is fine but clients’ awareness of the capabilities of automation will be increasing rapidly in the next few years.
  • In the higher wealth segments, wealth managers who automate ‘behind the scenes’ processes will be best placed to introduce client facing robo elements when they’ve established their client-base is ready.

This rigorous and detailed report tells you all you need to know for assessing this new stage in the evolution of robo advisors, the strengths and weaknesses and lessons to be learned from of a selection of existing hybrid robo advisor innovators and the implications for conventional wealth managers. This report makes a deep analysis of what constitutes ‘hybrid robo’ and draws out the important characteristics of this developing field. This is complemented by the MyPrivateBanking’s market projections exercise and together both give readers a clear idea of the scale of change that is underway.

In addition, in order to illustrate different types of hybrid robo solutions, five case studies of hybrid robo innovators are included that provide insights into different ‘pathways’ to hybrid solutions. The report’s recommendations chapter provides five outline strategic goals for hybrid solutions together with a larger number of detailed considerations for wealth managers preparing to implement a hybrid strategy.

For the report, the MyPrivateBanking analyst team covering the robo advisor development from its beginnings (see previous reports here) has further researched the leading trends (and providers) and engaged in discussions with service and technology providers as well as industry experts and wealth managers.

The report gives wealth managers, robo advisors, banks, IT-vendors and consultants answers to the following questions:

  • What constitutes a ‘hybrid robo’ and which are the most important characteristics? What are the different ‘pathways’ to hybrid solutions?

  • What is the status of the robo advisor market (full robo advisors and hybrid robo advisors) and how will it develop over the next 10 years?

  • How will the growth of the Hybrid robo advisor be differentiated by the retail and affluent wealth segments and the HNWI/UHNWI segments.

  • What are the learning points for wealth management from the hybrid solutions of five different institutions?“

  • Which features and functions should hybrid robo advisor solutions have to satisfy the needs of clients?

  • What are the implications of the hybrid robo advisor model to traditional wealth managers? How can they counter the threats? How can they benefit?

Trump’s cybersecurity advisors resign en masse https://briefnews.eu/trumps-cybersecurity-advisors-resign-en-masse/ https://briefnews.eu/trumps-cybersecurity-advisors-resign-en-masse/#respond Sun, 27 Aug 2017 03:13:11 +0000 http://briefnews.eu/trumps-cybersecurity-advisors-resign-en-masse/

Another Trump panel has taken a hit after eight out of 28 of its members resigned en masse. Members of the National Infrastructure Advisory Council (NIAC), which advises Homeland Security on matters of cybersecurity, have dropped out of the panel due to several reasons. In the resignation letter obtained by NextGov, they said the president doesn’t give enough attention to the country’s cyber vulnerabilities. “You have given insufficient attention to the growing threats to the cybersecurity of the critical systems upon which all Americans depend, including those impacting the systems supporting our democratic election process,” the letter reads.

They also cited his failure “to denounce intolerance and violence of hate groups” when asked about the “horrific violences in Charlottesville” as one of the reasons why they left. Instead, they said, the president chose to offer false equivalencies and question CEOs’ motives when they decided to leave their respective advisory panels following the incident. In addition, they didn’t appreciate his move to withdraw from the Paris Agreement.

The members, who were appointed under the previous administration, resigned just before the panel was supposed to hold its quarterly business meeting. They include these Obama-era officials: the first ever White House Chief Data Scientist DJ Patil, Office of Science and Technology Policy Chief of Staff Cristin Dorgelo and White House Council on Environmental Quality Managing Director Christy Goldfuss.

The president recently lost two other panels before the NIAC members resigned. His administration dissolved the Manufacturing Council and the Strategic and Policy Forum, but not before a good number of their members already left. Intel CEO Brian Krzanich resigned a few days after Charlottesville, along with a bunch of executives from other industries. Tesla and SpaceX chief Elon Musk left way back in June, however, right after the US dropped out of the Paris Accord.

It doesn’t sound NIAC will suffer the same fate, though: A White House rep told The Hill that the panel is fine despite its loss. The remaining members continued their quarterly meeting and approved a report on cybersecurity vulnerabilities to critical infrastructure.

Obama’s science advisors are reportedly still hard at work https://briefnews.eu/obamas-science-advisors-are-reportedly-still-hard-at-work/ https://briefnews.eu/obamas-science-advisors-are-reportedly-still-hard-at-work/#respond Mon, 07 Aug 2017 18:50:44 +0000 http://briefnews.eu/obamas-science-advisors-are-reportedly-still-hard-at-work/

The Office of Science and Technology Policy (OSTP), a group meant to provide the president and White House officials with scientific and technological analyses and advice, has largely emptied out since Donald Trump took office. But as STAT News reports, a fair amount of Obama-era OSTP staffers have kept up their work. “It is certainly true that MANY of the former OSTP staffers are working, in a variety of ways, to fill the void,” John Holdren, the OSTP director under Obama, told STAT.

These former OSTP members have counseled Democratic lawmakers, held strategy sessions, consulted with scientific societies and have helped conduct analyses of how Trump administration budget proposals and policies could affect research, innovation and the economy. The group, which reportedly numbers in the dozens, keeps in contact through email chains and conference calls and congressional staffers told STAT that they’ve remained in contact with the Obama-era OSTP officials. “A lot of people feel a sense of personal responsibility to use what we learned for the greater good at a time when the federal government is averse to things we think are really important,” said a former OSTP staff member.

One congressional aide told STAT that it isn’t all about differences in science policy but that a lack of administration engagement on scientific issues has led members of congress to reach out to former OSTP members. “I get calls from congressional staff, wanting my insights on a bill that I was working on while I was there. And I think that’s natural,” said Kei Koizumi, previously the assistant director for research and development at the OSTP. “I expect that’s going to taper down once there are people at OSTP who will pick up work on some of these bills and efforts.” But OSTP staff replacement has been slow going and a planned expansion will still only bring numbers up to less than half of what was employed by the Obama administration.

However, whether the OSTP is at full force or effectively tapped, it may not make much of a difference in an administration with such a clear disregard for scientific data.

EPA Tells Science Advisors They Are Out Of A Job https://briefnews.eu/epa-tells-science-advisors-they-are-out-of-a-job/ https://briefnews.eu/epa-tells-science-advisors-they-are-out-of-a-job/#respond Wed, 21 Jun 2017 03:54:48 +0000 http://briefnews.eu/epa-tells-science-advisors-they-are-out-of-a-job/

Several scientists advising the Environmental Protection Agency on its research agenda will be out of a job in August.

The EPA recently sent an email informing all scientists with expiring terms serving on an advisory group called the Board of Scientific Counselors (BOSC) that their three-year positions would not be automatically renewed.

This decision will leave the EPA’s Office of Research and Development without a key source of outside guidance for setting the agency’s near- and long-term research priorities on issues such as climate change for many months.

Members from the BOSC’s five subcommittees were impacted by the recent announcement. Out of the group’s 49 subcommittee members, only 11 will stay on, according to the Washington Post.

It’s unclear if the executive committee, which currently has only five members, will also see reductions. Last month, the EPA let go about a dozen members of the executive committee whose terms ended this spring. Two additional advisors later resigned in protest.

According to former BOSC advisor Peter Meyer, the group offered technical guidance on the EPA’s research efforts, as well as input on how the work could be done more cost effectively. “Our function was to try to help them be more efficient,” Peter Meyer told BuzzFeed News. Meyer, who leads the consulting group E. P. Systems Group, Inc., resigned from the science advisory group in May.

The EPA is currently accepting applications for vacant advisory positions, and officials have said current members can reapply.

“EPA is grateful for the service of all BOSC members, past and present, and has encouraged those with expiring terms to reapply,” EPA spokesperson Amy Graham said in an emailed statement. “We are taking an inclusive approach to filling future BOSC appointments and welcome all applicants from all relevant scientific and technical fields.”

The decision to overhaul the advisory group has sparked concern among scientists and environmentalists that the agency will fill the vacancies with pro-industry advisors, a move they say would curb the group’s ability to be objective about how the EPA sets its research priorities. According to recently released sections of EPA Administrator Scott Pruitt’s calendar, he has already had several meetings with executives from industries impacted by the federal agency’s environmental regulations.

“The Board of Scientific Counselors was formed to make sure the EPA does the best possible scientific work with limited taxpayer dollars,” Ken Kimmell, president of the Union of Concerned Scientists, said in a statement. “This independent advice is needed now more than ever. By sacking dozens of scientific counselors, Pruitt is showing that he doesn’t value scientific input and the benefits it offers the public.”

An influential advisory firm, the Institutional Shareholder Services (ISS), has urged Mylan’s already mutinous shareholders to vote against the company’s incumbent board of directors following the damaging EpiPen scandal and exorbitant executive salaries, Reuters and Bloomberg report.

The ostensible price gouging and greed of the incumbent board led to “significant destruction in shareholder value” and “long-term reputational damage,” ISS wrote in an e-mailed report. In an unusually aggressive move, it urged shareholders to try to oust ten Mylan director nominees, including Chief Executive Heather Bresch, President Rajiv Malik, and Chairman Robert Coury, as well as the compensation committee members.

“All incumbent directors should be considered accountable for material failures of risk oversight over a number of years, when warning signs were available to the company but no actions appear to have been taken,” the firm concluded.

A Trump FCC advisor’s proposal for bringing free Internet to poor people https://briefnews.eu/a-trump-fcc-advisors-proposal-for-bringing-free-internet-to-poor-people/ https://briefnews.eu/a-trump-fcc-advisors-proposal-for-bringing-free-internet-to-poor-people/#respond Fri, 19 May 2017 12:53:09 +0000 http://briefnews.eu/a-trump-fcc-advisors-proposal-for-bringing-free-internet-to-poor-people/

When Donald Trump won the presidency, his early decisions made it clear that the Federal Communications Commission would become much less strict in regulating Internet service providers. The FCC transition team he formed to chart a new course for the agency was primarily composed of people who oppose net neutrality rules and want ISPs to face fewer regulations in general. After the transition advisors finished their analysis and made recommendations, Trump named Republican Ajit Pai the new chairman, and Pai has since gotten to work reversing the net neutrality rules and other decisions made by his Democratic predecessor, Tom Wheeler.

One of the most immediate changes was that the FCC leadership now fully supports zero-rating, the practice in which ISPs exempt some websites and online services from data caps, often in exchange for payment from the websites. Zero-rating is controversial in the US and abroad, with many consumer advocates and regulators saying it violates the net neutrality principle that all online content should be treated equally by network providers.

But some zero-rating proponents believe it can serve a noble purpose—bringing Internet access to poor people who otherwise would not be online. That’s the view of Roslyn Layton, who served on Trump’s FCC transition team, does telecom research at Aalborg University in Denmark, and works as a visiting fellow at the conservative American Enterprise Institute.

EPA to replace half of science advisors, critics fear industry takeover https://briefnews.eu/epa-to-replace-half-of-science-advisors-critics-fear-industry-takeover/ https://briefnews.eu/epa-to-replace-half-of-science-advisors-critics-fear-industry-takeover/#respond Tue, 09 May 2017 04:21:06 +0000 http://briefnews.eu/epa-to-replace-half-of-science-advisors-critics-fear-industry-takeover/ Environmental Protection Agency chief Scott Pruitt has dismissed half of the EPA’s key scientific review board members. Some fear the Trump administration is “inserting politics into science” and will favor industries the agency is meant to regulate.

Pruitt is facing a backlash over his decision to not reappoint nine members of the 18-member Board of Scientific Counselors (BOSC) – a panel which  reviews research done by EPA scientists within the Office of Research and Development (ORD).

According to JP Freire, a spokesman for the EPA, Pruitt is considering replacing the academic scientists with representatives from the very industries the EPA regulates.

“The administrator believes we should have people on this board who understand the impact of regulations on the regulated community,” Freire told the New York Times. “We want to expand the pool of applicants to as broad a range as possible, to include universities that aren’t typically represented and issues that aren’t typically represented.”

Four other members who have already served their maximum two terms have also left, opening the way for Pruitt to fill 13 of the board’s 18 total seats. The scientists who ended their first term at the agency were recently assured they would be able to stay for another term.

Robert Richardson, one of the members of BOSC whose renewal was denied, told Science Magazine that the cuts “just came out of nowhere.“

“I’ve never heard of any circumstance where someone didn’t serve two consecutive terms,” Richardson told the Washington Post, adding that the dismissals gave him “great concern that objective science is being marginalized in this administration.”

Gretchen Goldman, research director at the Center for Science and Democracy, said the EPA’s decision is “inserting politics into science.”

“The EPA is treating this scientific advisory board like its members are political appointees when these committees are not political positions. The individuals on these boards are appointed based on scientific expertise not politics,” Goldman said, according to CNN.

Members of the BOSC are selected based on scientific merit, according to a 2013 solicitation for committee members. Nominees are evaluated based on “scientific and/or technical expertise, knowledge, and experience” as well as an absence of financial conflicts of interest.

The dismissals follow HR 1431, a bill passed by the House in March, which alters membership requirements for the EPA’s other major advisory board, the Science Advisory Board (SAB).

The bill’s sponsor, Congressman Frank Lucas (R-Oklahoma), Vice Chairman of the House Committee on Science, Space, and Technology, wrote an op-ed for the Daily Caller about the bill, which he said was meant to “implement safeguards and shed light on the scientific review process behind many federal regulations.”

“In rural America, EPA had become a four letter word,” Lucas wrote. “Many of my constituents were constantly worried about potential fines or the overwhelming cost of complying with prospective regulations.”

House Science Committee Chairman Lamar Smith (R-Texas) said the agency needs to be restructured in order to remove “clear” conflicts of interests from scientists who “receive millions of dollars in grants from the federal government,” he said in an interview with the Washington Post.

However, many scientists who served on the advisory boards say the restructuring will create further conflicts of interest within the agency.

Joseph Arvai, who served on the EPA’s Chartered Science Advisory Board wrote an op-ed for the Huffington Post, in which he said the bill was only written to “give business and industry greater influence over EPA rulemaking.”
