In a Tuesday morning text exchange with his mom Luana that he posted on Twitter, Carcillo said the alleged perpetrators “were sick” and he didn’t wish to share the harmful experiences at the time or since with his mother or father, Gino.

In the wake of the recent assault and sex assault allegations at St. Michael's College School in Toronto, Carcillo took to Twitter on Saturday and in a 15-post narrative, outlined details of being beaten with the sawed-off paddle of a goalie stick on a daily basis as a 17-year-old Sting rookie.

The principal and president of St. Michael's College School resigned last week amid the allegations.

Carcillo also described a “shower train” where rookies were forced to sit on the floor in the shower as veterans urinated or spit chewing tobacco on or near them, sometimes throwing shaving cream at them as well.

"Seriously," wrote Luana on Tuesday, "I don't know how people sleep at night when they hurt others physically and mentally. Believe in karma."

Carcillo said he reached a breaking point in 2003 when he and six or seven other rookies were stuffed into the washroom on a charter bus during a 45-minute trip between Sarnia and London. As the shirtless players were stuffed into the confined space, Carcillo said veteran players spat their chewing tobacco through an air vent. When they were released from the washroom, Carcillo said he and a fellow rookie came out swinging, fighting their teammates.​

Carcillo, now 33, played for five NHL teams over nine seasons, won a Stanley Cup with Chicago in 2013 and had his name engraved on the Cup two years later, even though he didn't appear in a game that post-season with the Blackhawks.

Carcillo told The Canadian Press on Monday that Jeff Perry, Sarnia's head coach in 2002-03, was aware of the treatment that he and other rookies were subjected to by their veteran teammates.

"I don't blame [Perry], I don't blame [assistant coach Greg Walters]," said Carcillo. "I blame the guys who did it to me. Straight-up. And I always will.

"I've moved past this. I've shook their hands at bowling tournaments in Toronto. Part of me wanted to knock them out on the spot and part of me … fake it until you make it.

Carcillo, who hails from King City, Ont., thought it would be helpful to share his story as part of Twitter’s Bullying Awareness Week.

Luana, who believes she failed to protect her son, asked Carcillo on Tuesday to protect his own children.

Carcillo described further shocking scenes to the Canadian Press, including being forced to bob for apples in a cooler filled with waste including pizza, urine, and spit.

'Uncomfortable truths'

"There's no stopping me [sharing these stories]. This sport and that culture has taken a lot from me," said Carcillo, who was a plaintiff in a class action lawsuit against the NHL over the league's handling of head injuries. A tentative $ 18.9-million US settlement in that lawsuit was announced on Nov. 12.

"I just want to make sure that people understand these uncomfortable truths. That parents understand what really goes on and that it happens way more often than just me talking about it."

Carcillo said he reached out to OHL commissioner David Branch during that season many years ago, telling him of the ongoing issues in the Sting's dressing room.

Branch was unavailable for comment on Monday, but a league spokesperson told the Canadian Press he brought the issue to the attention of Sting ownership and management groups while beginning to initiate harsh fines and penalties for teams that were caught hazing players.

In a story published in the Players' Tribune online magazine on July 1, 2015, former Sting forward Rich Clune — a year younger than Carcillo — alluded to hazing issues in Sarnia when he joined the team for the 2003-2004 campaign.

"This was back in the days when physical hazing was pretty prominent, but luckily one of the older guys on the team, Daniel Carcillo, stuck up for me for some reason and made sure the older guys didn't mess with me too bad," said Clune. "I'll always love him for that."

The Federal Bureau of Investigation Director Christopher Wray has promised to review how the agency conducts “sensitive” investigations in future in the wake of critical report by the Department of Justice inspector general.

“We’re going to hold employees accountable for any potential misconduct,” Wray told a press conference on Thursday, adding that the agency takes the DOJ report “very seriously” and “accepts” its findings and recommendations.

While claiming the report “did not find any evidence of political bias… actually impacting” the investigation, Wray vowed to “make sure every FBI employee understands the lessons.”

The IG report, published on Thursday, said the investigators found no evidence that personal bias of many FBI employees directly impacted decisions in the “Midyear Exam” investigation of Hillary Clinton’s use of a private email server. However, Director James Comey “usurped authority” of the attorney general in announcing Clinton wouldn’t be charged and made a “serious error of judgment” by notifying Congress the investigation was reopened shortly before Election Day.

In addition, five employees “brought discredit to themselves, sowed doubt about the FBI’s handling of the Midyear investigation, and impacted the reputation of the FBI,” the report said, naming agent Peter Strzok and attorney Lisa Page alongside three more employees whose names have not been made public. Page has since resigned from the FBI, but Strzok remains in the bureau’s employ.

Wray declined to say how many employees have been referred to the FBI’s Office of Personal Responsibility (OPR) for disciplinary review, saying that doing so would compound the mistakes identified in the report and that he was committed to doing things “by the book.”

The FBI will implement in-depth training of every employee, from senior executives on down, in the importance of avoiding even the appearance of bias, maintaining objectivity, properly using FBI devices and following strict new procedures for contacts with the media. One of the report’s conclusions was that many FBI officials involved in the Clinton probe leaked a large amount of information to the media, despite the policies that prohibited doing so.

Answering the question about President Donald Trump’s criticism of the bureau, Wray declined to address it directly, but said the opinions that matter to him are those of judges, juries, families of victims and those who know the FBI’s work, adding that the bureau has low attrition, admission standards tougher than elite US universities, and no shortage of applicants.

“Our brand’s doing just fine,” Wray said.

He also defended the bureau’s refusal to provide certain documents requested by Congress, saying that they were seeking to strike the right balance between legitimate congressional oversight and protecting sources, methods and ongoing investigations.

The House Intelligence and Judiciary committees have repeatedly requested information on the FBI’s counterintelligence probe of the Trump campaign, some of which the bureau has refused to provide. One such bit of information, published for the first time in the IG report, was a text from Strzok to Page saying “We’ll stop it,” referring to the possibility of Trump becoming president. Previous FBI disclosures to Congress had not contained this message, even in redacted form.

The Labour leader has responded to UK Prime Minister Theresa May’s statement on recent airstrikes in Syria by saying that her statement serves as a reminder that she is accountable to parliament, not to Donald Trump.

China might support a new round of UN sanctions against North Korea after Pyongyang launched another missile test just hours ­before Beijing held its biggest diplomatic event of the year, the belt and road forum, observers said.

North Korean leader Kim Jong-un hailed the launch on Sunday as a test of the “perfect weapon system” and capable of carrying “a large-size heavy ­nuclear warhead.”

North Korean ambassador to China Ji Jae-ryong also said Pyongyang’s ballistic missile test was part of the country’s efforts to develop ways to defend itself.

At the request of the United States and Japan, the United Nations Security Council will convene an urgent session on Tuesday to discuss responses to test. The council has condemned all five of North Korea’s launches this year.

US President Donald Trump called for tougher sanctions against Pyongyang. Russian President Vladimir Putin said the missile test was “dangerous” but added that Pyongyang was being intimidated.

Analysts said the UN Security Council would likely discuss new sanctions, with China possibly playing a role in their formation.

China Foreign Affairs University international relations professor Su Hao said North Korea had “to be held accountable and pay the price” for violating UN resolutions. “This could also be an opportunity for China to show that it can initiate some plausible plans to handle the North Korea issue within the framework of the international community,” Su said.

Beijing has cited UN resolutions for all of its measures against North Korea. In February, Beijing banned imports of North Korean coal, its most important export.

Jin Meihua, from the Northeast Asia Research Centre in Jilin province, said: “North Korea must have somehow ­prepared for possible further sanctions before this latest test.”

Lee Dong-ryul, from South Korea’s Dongduk Women’s University, said that as China’s influence on North Korea shrank, one of the few effective measures left in Beijing’s toolkit was cutting off its oil supply to North Korea. “But this would be the last measure China would want to ever use because the Chinese leaders fear the consequences would be too big to control,” Lee said.

Speaking at the Munich Security Conference, Pence said, “The United States will continue to hold Russia accountable, even as we search for new common ground, which as you know, President Trump believes can be found.”

In his first major foreign policy address for the Trump administration, Pence issued a hardline statement, saying the US would demand that Moscow “honors the Minsk agreement, beginning by deescalating the violence in eastern Ukraine.” The US and its European allies have been claiming that Moscow is backing the rebel movement in eastern Ukraine against the post-coup Kiev government.

Pence praised NATO’s new military deployments in Poland and the Baltic states in the wake of what he called “Russia’s efforts to redraw international borders by force,” in an apparent reference to the 2014 reunification with Crimea.

Pence’s statement drew an immediate reaction from the head of Russia’s upper house Committee for International Relations. It’s not an “appropriate assessment of the situation in southeastern Ukraine, and adds no value to the peace process,” Konstantin Kosachev told the media.

“Mr Pence mentioned Russia twice, but one time in the context of the Ukrainian crisis, just repeating the ‘annexation of Crimea’ position and laying the responsibility for the implementation of the Minsk agreements purely on Russia – which is a dead end, it does not lead us anywhere,” Kosachev later told RT at the Munich Security Conference.

“And [the second time] through his repetition of the position of Mr Trump which we heard before, which is that America is ready to normalize relations with Russia, does not lead us anywhere either because it does not contain any further concrete proposals.”

Kosachev said he was still optimistic about the future of relations between Russia and the West.

“In any case, the atmosphere in general this time is slightly different. It is not hostile as it was in previous years towards Russia. I would not call it a friendly one, but at least we have many people here who are ready to listen to us and talk to us, which is good news.”

US will make sure Iran never gets nukes

Pence claimed the easing of nuclear-related sanctions has given Iran more freedom to threaten the region.

“Under President Trump, the United States will remain fully committed to ensuring that Iran never obtains a nuclear weapon capable of threatening our countries, our allies in the region, especially Israel,” he said.

Pence referred to Iran as the “leading state sponsor of terrorism,” and slammed the Joint Comprehensive Plan of Action agreed in July 2015 for allowing Tehran to devote more resources to “destabilize the Middle East.”

We’ll stay committed, but EU must do more

In his first overseas trip as vice president, Pence looked to ease tensions with long standing European partners by stating that the US would “stand with Europe today and every day.”

The vice president stressed that “The United States is and will always be your greatest ally,” and that it “strongly supports NATO and will be unwavering in its commitment to the alliance.”

President Trump “will stand with Europe,” he added.

However, on the issue of NATO contributions, Pence said that European countries were “failing to pay their fair share” when it comes to defense, which he said “erodes the foundation of our alliance.”

“The time has come to do more,” he said, pointing out that apart from the US, only four NATO countries had met a commitment made in 2014 to spend two percent of GDP on defense.

“We will meet our obligations to our people to provide for the common defense and will continue to do our part to support our allies in EU and in NATO.”

“But Europe’s defense requires your commitment as well as ours,” Pence warned.

He said the promise to share the burden “has gone unfulfilled for too many, for too long,” which he said “erodes the very foundation of our alliance” and “undermines our ability to come to each other’s aid.”

During his election campaign, Trump called NATO “obsolete” and complained about the US paying “a disproportionate share of the cost.” The US president has since tempered his language on the military alliance.

Further allying fears among EU leaders, Pence said that the president expects US allies to keep to their word and fulfill spending commitments.

“We must shoulder this responsibility together,” he added. “The dangers we face are growing and changing every day.”
