Sexual harassment is widespread within the scientific community, and policies and institutional safeguards to address the problem are more effective at reducing liability than protecting members and changing harmful work cultures, according to a long-awaited report from the National Academies of Sciences, Engineering, and Medicine.

The report, released Tuesday, June 12, is two years in the making. In an opening statement broadcast at the report’s public release today in Washington, DC, Marcia McNutt, president of the National Academy of Sciences, called it a “landmark” study arriving at the “right moment” amid the international Me Too movement against sexual harassment and assault. Yet the academies own policies regarding harassers within its ranks may highlight the challenges ahead for effecting change.

The extensive report outlines the grim scope of sexual harassment in the academic sciences, engineering, and medical fields, as well as numerous recommendations for prevention. Reviews of scientific analyses and surveys revealed that more than 50 percent of women faculty and staff and 20-50 percent of women students in the three fields had encountered or experienced sexual harassment. These rates are higher than in other sectors, including industry and government jobs. Academic positions were second only to the military, which had a sexual harassment rate of 69 percent.

Where do you draw the line when trying to catch child abusers? That’s what authorities have to decide when they run sting operations on the dark web. When Norwegian newspaper VG investigated one of the biggest child exploitation sites on the dark web, Child’s Play, they found that it had been run by Australian police for three months. The special unit out of Brisbane, dubbed Argos, had undercover detectives posting and sharing abuse materials on the site. The newspaper held off on reporting until now, a year later, to allow the police to finish its investigation.

According to a report in The Guardian, the abuse site was created in April of 2016 and had more than 1 million user registrations when police finally took it down last month; more than 3,000 of those users were active. The Guardian reports that the Argos investigation led to rescues of children around the globe and the arrest of criminal sex offenders. The website was founded by a Canadian and an American; the former is serving a life sentence for the sexual assault of a four-year-old in Virginia last year. The Australian police took over his identity to keep the site running. Members of the site expected a monthly post from its founder, which had to include images of child exploitation. There are no laws in Australia, says The Guardian, to prevent this.

While allowing such a site to continue operating may seem scandalous, the authorities and their supporters feel as if it was a necessary evil. “I think it’s a tough question for everyone involved, and I know it’s a tough question for police,” Hetty Johnston — founder of Australian advocacy group Bravehearts — told The Guardian. “But I support this 100 percent because the images that police would use would not be images that they create, they would be existing images. And the idea is to get to people who are currently sexually offending against children. This is a war, and we have to engage in the war. We have to engage in it.”

Britain’s biggest arms fair starts Tuesday, and will play host to several countries labelled human rights abusers by the UK Foreign Office.

The full list of the 56 countries which received official invitations to the Defence and Security Equipment International Exhibition (DSEI) was released by the Department for International Trade’s Defence and Security Organisation in response to a parliamentary question.

Among them are Bahrain, Bangladesh, Colombia, Egypt, Pakistan and Saudi Arabia – all named ‘Human Rights Priorities Countries’ in the 2016 Foreign and Commonwealth Report published last July.

Others accused of human rights violations on the guestlist include the Philippines, Indonesia, Qatar, UAE and Turkey.

The arms fair – which is described as the world’s leading defense and security exhibition –  takes place at the ExCel Centre, London, from September 12 to 15.

Some 1600 exhibitors including BAE Systems, Thales, Rolls Royce, General Dynamics, Israel Defence, Lockheed Martin and Raytheon will display products at the event.

Keynote speeches will be made by Secretary of State for Defence Sir Michael Fallon and Secretary of State for International Trade Liam Fox, among others.

The UK remains the second largest global defence exporter, winning defence orders worth a total of £5.9 billion ($ 7.78 billion) in 2016, according to government statistics published last July. Some 57 percent of total UK defence exports between 2007 and 2016 were sold to the Middle East.

Campaign Against Arms Trade  members have been leading protests outside the venue since Monday, September 4. The week of blockades is intended to highlight the “deadly consequences of the arms trade.”

“This list includes a roll call of despots, dictatorships and human rights abusers. They will be greeted by civil servants and Government Ministers who are there for one reason only: to promote weapons. It’s impossible to promote human rights and democracy while arming and supporting authoritarian regimes and tyrants,” Andrew Smith of Campaign Against Arms Trade said.

A spokesperson for the Department for International Trade told RT that the “government undertakes a stringent process of scrutiny and approval before issuing any invitations to foreign governments to attend a major UK defence exhibition like DSEI.”

“Respect for human rights is a mandatory consideration in the process and a country would not be invited where that would contradict the UK’s international obligations. Invitations are reviewed if the situation in any one country changes.”

London’s Met Police told RT that 102 arrests had been made since protests began last Monday. Arrests were for a variety of offences, the majority, however, were for obstruction of the highway, according to a police spokesperson. No information is yet available on any possible charges.

Last year a court dismissed charges against eight protesters who blocked the road outside the DSEI in 2015 after the judge stated the defence had presented clear and credible evidence that illegal activity had taken place at the event in previous years.

He also said police arresting the activists had failed to investigate to ensure it was not happening again.

A spokesperson for the DSEI told the Guardian at the time that compliance regulations were not breached at the 2015 fair.

RT has reached out to DSEI for comment on procedures in place to combat potential illegal activity at this year’s event. The compliance section of the DSEI website states that all exhibitors are subject to the UK Export Control Act 2002 and the Export Control Order 2008.

It also outlines goods banned from the exhibition; these include those designed for executions, those banned by the EU because of evidence of their use in torture, landmines and certain cluster munitions.

In Los Angeles, reports of sexual assault and domestic violence are down among city’s Latinx population and many—including LA’s police chief— believe concerns about deportation are a factor, the Los Angeles Times reported.

On Tuesday, LAPD Police Chief Charlie Beck said reports of sexual assault by Latinx residents have dropped 25% in the first few months of 2017 compared to the same period last year, while reports of domestic violence fell by 10%. Most notably, the same level of decrease was not seen in other ethnic groups.

For non-Latinx groups, sexual assault and domestic violence reports only fell 3% and 4%, respectively.

The difference prompted Beck to stay there was a “strong correlation” between the numbers and the widespread fear that has gripped the Latinx community following Trump’s aggressive deportation policy.

From the Times:

“Imagine, a young woman, imagine your daughter, your sister, your mother … not reporting a sexual assault because they are afraid that their family will be torn apart,” Beck said.

Beck’s comments—which drew criticism from immigration enforcement advocates—came during an event in East Los Angeles in which LA Mayor Eric Garcetti signed an executive directive expanding the LAPD’s policy of not stopping people solely to question them about their immigration status.

The Times reports that it’s difficult to compare LA’s numbers with other cities in Southern California because not every police department tracks the ethnicity of alleged victims. However, an NPR report from Colorado found at least four undocumented women have refused to follow through on domestic violence charges for fear of being deported. Officials in EL Paso, TX, have also reported similar stories, according to the Times.

El Paso is where an undocumented woman was detained at a courthouse in February after seeking a protective order against her allegedly abusive ex-partner—a story which advocates for domestic violence victims warned could have a chilling effect on abused immigrants.

ICE spokeswoman Virginia C. Kice responded to the LA Times in a statement on Tuesday addressing Police Chief Beck’s comments—calling them “speculative”:

“The inference by Los Angeles officials that the agency’s execution of its mission is undermining public safety is outrageous and wrongheaded,” Kice said. “In fact, the greater threat to public safety is local law enforcement’s continuing unwillingness to honor immigration detainers.

Kice also noted that special visas are sometimes offered to undocumented immigrants who are witnesses and victims of crimes, and that this information is taken into consideration when determining whether or not to deport someone who has entered into the country illegally.

However, as Fusion’s Katie McDonough reported earlier this year, victims of these crimes are unlikely to know these legal technicalities—a fact that their abusers exploit.
