is perhaps one of the most loathed bad habits drivers commit while on the roads in Britain. 

It also puts pedestrians in danger.

Visually impaired, people in wheelchairs or parents with pushcahirs could be put at risk by having to walk on the road to avoid a car parked on the pavement.

Pavement parking is currently illegal in London and drivers can fave a £70 fine if they are caught flouting the rules.

Rule 244 of the Highway Code states: “You MUST NOT park partially or wholly on the pavement in London, and should not do so elsewhere unless signs permit it.

“Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs.

The word ‘should not’ for places that are not London is just an advisory statement and therefore is a discretionary law in the UK. 

Ironically it has been illegal to drive on the pavement since 1883 and section 72 of the Highways Act 1835 is used in the current Highway Code under rule 145.

Brighton Council could change that, however, after asking for power to fine people who park on the pavement. 

It is part of a plan by the council to make it easier for disabled people to get around. 

Next weeks, the city council will finalise its  response to the Department for Transport consultation on the Transport Accessibility Action Plan.

Part of their plans will include the request for a citywide ban of pavement parking. 

Councillor Gill Mitchell, chair of the environment, transport and sustainability committee said: “Our work to tackle irresponsible pavement and verge parking has had some positive effects and we trialled enforcement in Withdean, Patcham and North Portslade.

“It has also highlighted the need for a more effective way to deal with what is a growing problem in the city. 

“Disability groups, residents, councillors and MPs have asked for a simpler process and powers to tackle the issue, such as the outright pavement parking ban introduced in London. 

“Parking on pavements makes getting around more unsafe for everyone but it is especially difficult for people with disabilities who are denied access or who cannot see the obstruction.”

One issue with the proposal is the amount of money needed to implement the relevant signage to inform drivers of the plane and prevent them from re-offending.

One of the best deals around – it’s really got people talking – is the giant 4.5L bottle of Famous Grouse for £70.

The bottle of whisky will save customers £15.50 on their Christmas shopping and is being pitched as the perfect Christmas present for Dad.

Tom Rothwell, Morrisons Spirits Buyer said: “Dads and Grandads are notoriously hard to buy for. So, we’ve tried to make Christmas shopping a little bit easier for our customers by coming up with the perfect gift for Dad. 

“What could be a better present for a whisky lover than a giant bottle of whisky?”

But the deals don’t stop there. 

The supermarket is also selling a giant 1.75L bottles of Jägermeister and Disaronno for Black Friday for just £30.

Morrisons is also selling a giant 4.5kg bar of Toblerone that’s 12 times the size of the original bar. 

The Swiss chocolate bar costs £57 and is likely to be a hot favourite in store. 

Shoppers will have to hurry though – stock is limited and when they’re gone, they’re gone!

Similarly, Amazon is selling a huge 4.5KG Toblerone on Black Friday – the deal is a whopping 30% off 4.5kg of Toblerone.
