The comments will likely send a shiver down the backs of Rugby Australia, who last December stated that they would bid to host the 2027 World Cup.
With exactly 12 months to go until the battle for the Webb Ellis trophy kicks off in Tokyo, Beaumont also predicted one of the most competitive and unpredictable tournaments yet, tipping free-flowing Fiji as a dark horse team to watch.
“World Rugby will have to have a philosophical debate going forward” over where future World Cups should be held, Beaumont told reporters at an event to mark the year-to-go celebrations.
“It’s important that we are commercially successful but we do need to have that debate whether the next World Cup following France will go to an emerging country or an established country that actually needs a bit of help as well,” he added.
“Do you say to Argentina, do you say to Ireland, Canada, the USA, these are countries we’re going to because actually strategically, that is going to make the biggest difference in that area?”
Beaumont said the decision had been taken to award the World Cup to Japan — far from a traditional rugby stronghold — because of the “huge growth potential” in Asia.
Asian rugby officials aim to get one million more people playing the game and they are nearly 90 per cent of the way to achieving that, he said.
“In fact, there are over 200,000 more rugby players here in Japan than there were two or three years ago, which is a huge achievement,” said the former England captain.

On the pitch, smaller rugby countries are closing the gap with traditional giants New Zealand, Australia, France and the home nations, and Beaumont predicted next year’s tournament would be very tight.
He said that “none of the so-called fancied teams will want to play against Fiji” who have twice upset the odds to reach the quarter-finals in rugby’s showcase event.
Fiji kick off their campaign on September 21 against Australia, who have endured a torrid time in the Rugby Championship, losing to Argentina last week for the first time on home turf in 35 years.
“Last World Cup they (Fiji) had a very tough group,” said World Rugby Vice-Chairman and former Pumas captain Agustin Pichot.
“This time, if they get their act together, they could really get to the quarter-finals or even go further.”
Beaumont noted that the mighty All Blacks — the World Cup winners in 2011 and 2015 — had shown a crack in their armour, losing 36-34 last week to South Africa.
“You are seeing England in a bit of a decline,” Beaumont said.
“What are they gong to be like?
“New Zealand lose a game, everyone goes ‘wow.’
“Argentina are coming back strongly.
“Ireland and Wales look very strong. South Africa look strong.
“The actual competition itself will be really good, really tight in all the games and it should be an outstanding spectacle to showcase our game.”
The shock defeat of New Zealand to the Springboks has given other teams some hope that the all-conquering All Blacks can be beaten.
The World Cup kicks off on September 20, with hosts Japan taking on Russia in Tokyo, hoping to emulate their heroics of four years ago when they shocked South Africa.
“We don’t know yet how the Japanese team is going to go but being local, having that home advantage, they will be serious contenders to do something special,” Pichot said.
“They show up for big tournaments.”

Property price growth across the UK market has been a talking point since the Brexit vote and the UK the average house price has risen on average by just 0.37% a month since the decision to leave the EU.
When compared to 0.67% a month on average between June 2015 and 2016 it’s quite a different.
Leading online estate agent eMoov.co.uk has highlighted that if the market continues stalling an increase of 0.37% a month, the average UK house would still hit £347,757 over the next decade.
That’s an increase of 56% by 2027.
The online estate agents took the month on month price data from the Land Registry House Price Index and took an average across the monthly percentage increases from June 2016 to June 2017.
Experts at the company then applied this subdued rate of growth to the current average house price on a monthly basis up until 2027 to obtain the new average house price.
They then calculated the total percentage difference between the current and future average house price in order to rank each city based on the highest total growth rate (although this also corresponds with the average monthly increase).
Nottingham, Glasgow, Oxford, Cardiff and Edinburgh are all set to flourish in the post-Brexit boost, according to the estate agent.
It comes after the prediction that Woodford, Leytonstone and Redbridge are the property hot spots to buy in London in 2018.
eMoov’s predicted best-buy cities for house price growth
1. Nottingham is top of the table in terms of monthly prices growth since Brexit, up 0.80% a month on average meaning the average house price would increase 160% from the current £133,215 to £346,592 by 2027
2. Glasgow has increased by a notable 0.70% a month since June of last year, the second highest across the UK. If this subdued monthly growth continues the Scottish city will see prices hit £285,487 by 2027, a jump of 131%.
3. Oxford ties with fourth place Cardiff with an average monthly increase of 0.64% in the last year. As a result, the city would see its already expensive current cost of property (£413,240) jump £115% to an eye watering £888,542 by 2027.
4. Cardiff flies the flag for Wales and the monthly growth of 0.64% going forward would again result in an increase of 115% and a new average house price of £427,799 by 2027.
5. Edinburgh, Scotland’s capital and its second entry in the top five has seen prices increase by a monthly average of 0.63% since June 2016. The same slower rate of growth over the next decade would still see prices exceed half a million (£506,627), an increase of 112%.
Even places that have seen some of the smallest monthly price growth since Brexit would still be in for some return on their investment, albeit it smaller than elsewhere across the UK.
1. Newcastle is the city to have seen the smallest growth since Brexit, up just 0.07% on average each month since June 2016. The average house price in the north-east city is now £156,753 and although the same minimal monthly growth would only see a 9% increase over the next 20 years, a jump of £13,731 to £170,485 is still better than nothing.
2. Norwich has surprisingly seen the second lowest rate of monthly growth at 0.12% since Brexit. But this is still enough to see a 15% jump to £222,749 over the next ten years from the current average of £192,892.
3. London homeowners have seen an average monthly increase of just 0.18% since June last year, but this is still enough to push prices to a huge £597,544 over the next ten years, making it the second most expensive city despite the lower rate of growth (24%).
Founder and CEO of eMoov.co.uk, Russell Quirk, said: “With latest industry figures indicating an end to the post-Brexit market slowdown that has seemingly plagued the market over the last 18 months, many UK homeowners will be breathing a sigh of relief, despite having still enjoyed a notable annual increase in their property’s value.
“Although these recent slower rates of price growth are unlikely to persist going forward, and we are by no means predicting they will, this research demonstrates that the outlook would still be rather positive and far from the apocalyptic prophecy’s many have talked the market down with since the Brexit vote.”
What good is a concept if it’s not a little outrageous?
The auto manufacturers and teams of Formula One pour a lot of money into the sport, so every now and then they like to try and wow everybody with their vision of where F1 is headed. They’re often outlandish, always a bit weird, and I love them.
The latest F1 concept was announced this week at the Shanghai Auto Show, and it comes from Renault. The R.S. 2027 is a gorgeous evolution of the current look of open wheel racing, with wild LED displays that decorate the wheels, four wheel drive and four wheel steering, and a see-through nose that shows off the front suspension.
But the rest of the ideas surrounding the R.S. 2027 presents are actually pretty tame compared to the F1 concepts we’ve seen in the past, and that’s because Renault seems focused on supporting ideas that F1 — and its more liberal new ownership — might actually embrace in the next decade. That’s… boring.
A bulk of what Renault writes about in the R.S. 2027’s press release has to do with improving the fan experience, which is good! But it’s something F1’s new owners — Liberty Media — have already been very vocal about since taking over at the start of this year. In fact, a lot of Renault’s ideas here read like they’re being written to pander to regime put in place by Liberty Media.

To wit: F1’s new director of commercial operations told CNN in February that the sport needs to “be more proactive and a little bit edgier than it has been historically in driving celebrity and athlete personality.” Well, Renault suggests using a “transparent cockpit and a transparent helmet that allow the drivers to be seen in the heat of the action.”
F1’s new CEO said he wants the sport’s races to be more like the Super Bowl, turning them into “events that capture a whole city.” Wouldn’t you know it, Renault is suggesting putting on multiple races across a typical F1 weekend.
On the safety side, the R.S. 2027 has a closed cockpit for improved driver safety, which isn’t anywhere near surprising. Safety has come a long way in open cockpit motorsports. But the exposure of the drivers’ heads still presents a huge risk. Which is why F1 and IndyCar are already working on their own solutions to the problem while other disciplines like NHRA drag racing have adopted others. There’s also some autonomous features, but they would activate only if and when an accident occurs.
Lastly, if you’re thinking that an F1 car in 2027 is destined to be fully electric, Renault would like you to think again. The company is proposing that in a decade, its F1 car will simply be a more eco-friendly version (read: a fuel tank half the size) of the current hybrid setup. There would be an all-electric mode, but it would only be used on the pit lane.

That’s not surprising since Renault already has a venue to promote electric technology. Renault currently holds the team title in Formula E, the all-electric sister series that was started by F1’s governing body in 2014. The company’s involvement in Formula E even shines through in another suggestion made with the R.S. 2027 — that fans should be able to vote to give the drivers a power boost during the race. Sound familiar?
Believe it or not I was happy to see Lynk & Co, a new player in the road car world, show off a realistic concept just two days ago. But that’s because the immediate future of road cars actually impacts my life. I want my motorsports concepts to be bold and beautiful, and I want them to present big, even stupid ideas while they’re at it. If the best Renault’s got is a smaller gas tank, some sharper angles, and a bunch of (admittedly decent) ideas that the sport was already working on, I guess I’ll just wait for the next concept.
]]>Despite the heavily stylized, futuristic appearance, there’s no mistaking the yellow and black R.S. 2027 Vision for anything other than a Renault F1 car. The automaker thinks F1 cars of the future will be far lighter and faster than today’s racers. The quoted specs are 1 megawatt of power and a weight of 600 kilos, or just over 1,300 horsepower and 1,300 lbs. Power will still come from a turbocharged hybrid V6. For reference, current F1 cars weight 1,548 lbs and are hovering around 950 horsepower.
The kinetic energy recovery system, or KERS, output would be increased to a total of 500 kW, up from 120 kW in today’s cars. The R.S. 2027 Vision would have all all-wheel drive thanks to an electric motor at the front. Current packaging and power issues prevent this on cars today. In addition to sending power to all four wheels, the R.S. 2027 Vision would have four-wheel steering.
A larger battery would allow the cars to drive in pure electric mode during certain parts of the race. It would be needed to save fuel, since the R.S. 2027 Vision only has a 60 kg tank, down from 105 in current cars. The batteries would have roughly the same output as today’s Formula E cars.

A transparent canopy covers the cockpit, providing more safety than today’s open cars without ruining visibility. The entire cockpit will be 3D-printed to fit around a driver in a way that current cars can’t quite match. Renault also envisions a transparent helmet, allowing fans to have a look at their favorite drivers. LED lighting on the wheels will show driver information like track position and energy reserve, similar to that on current Le Mans cars. The wheels themselves will grow from the current 13-inch design.
Other updates would be enhanced electrification, adjustable aero, and even some autonomous modes for safety car periods or driving in the pit lane. The goal would be to reduce accidents like the one that led to the death of Jules Bianchi. Vehicle to vehicle communications would both keep the cars in order during these periods and help drivers know where the competition is on track at all times.
Driver telemetry will be accessible to fans over the internet, providing a level of connection and interaction that some hardcore fans will love. Renault also sees a fan-ranking feature where spectators can vote on social media and provide a boost for certain drivers – a little like what Formula E does now. Races would be shortened and divided into two. The first would be a long race and the second would be a short sprint. There would also be a rookie race to feature reserve drivers from each team.
In an effort to reduce costs, non-performance differentiating components would be supplied from a single source. Additionally, parts like complex hydraulic suspension would be replaced by simpler active suspension that could be used to recover energy. Work on aero would be substantially limited in order to bring down development and wind tunnel costs.
Renault has a long and storied history in Formula 1, both as a factory-backed team and as an engine supplier. In both cases, Renault has won multiple world championships, most recently with a Renault-powered Red Bull in 2013. In its very first year in F1, Renault was the first team to use a turbocharged engine, though it would be a bit before it would take a car to a win. Over the years, Renault introduced technology such as air valves, gear-driven camshafts, and direct fuel injection.

When Chi-Hua Chien was a young associate for venture capital firm Accel Partners in 2005, he brought an exciting new company to his bosses.
Soon after that the VC firm invested in Facebook, and the rest is history.
Now Chien has his own firm, Goodwater Capital, and he and co-founder Eric Kim, have set their sights on what many think could be the next hot internet IPO: Snapchat.
The pair decided to write their own analysis of parent company Snap’s IPO prospectus, doing a little bit of illustrative modeling to put Snap’s future growth in perspective of other companies.
To be clear, neither Kim or Chien are Wall Street analysts, and they’re not issuing a “buy” or “sell” rating on Snap. But with investors and tech industry insiders just getting acquainted with Snapchat’s business following the release of Snap’s S-1 filing, Chien and Kim thought it would be good to simplify the filing’s language into something startups and investors can understand — and to add some of their own analysis and insight based on their experiences as early investors in tech companies.
“There’s a pretty big gap between how Silicon Valley thinks and how Wall Street thinks,” says Kim, who was an early investor in Twitter.
Should Snapchat follow the growth rates of other consumer startups, Goodwater Capital projects that the company will grow its overall gross revenue from $ 404 million in 2016 to $ 14.8 billion by 2027. At that rate, it’ll take until 2020 for Snap Inc. to reach profitability.
Goodwater Capital
But none of this is guaranteed.
“The crux of the issue here is how powerful is their ad unit,” Kim told Business Insider.
For one, Snapchat needs to prove that its advertising unit can siphon away the advertising dollars from television as it believes it will. There’s also the question of demographics. A survey of more than 2,000 people performed by the firm showed that Snap hasn’t broken into the over 30 crowd — something Snap’s S-1 confirms.
In Chien’s view Snapchat will face two major questions:
When Facebook went public at eight years old, there were signs that it was breaking into both markets, Chien says. Snapchat is still missing both of those ingredients, but it’s also only five years old and much earlier in the company’s revenue and growth stages, which means there could be a lot of runway left for investors.
The other big debate is whether Snap will be the next Facebook or the next Twitter. The former would make Snap another rocketship with an advertising-based money-printing machine, while the latter could bring challenges in monetization and in growing the size of its audience.
Snapchat’s admittedly flat user growth doesn’t help matters, though the healthy revenue growth Chien and Kim project is encouraging.
For now, neither Chien nor Kim will say whether they think Snap will go the way of Facebook or Twitter. Instead, they defer to laying out the facts and projecting where it might go from here. You can read Goodwater’s full breakdown of the company here.
